Executive Director: Mr. Nkululeko Biyase

Executive Director

Mr. Nkululeko Evaristus Biyase joined Harry Gwala District Municipality as the Executive Director: Infrastructure services since 1 November 2022. He has more than 16 years wealth of experience that he has accumulated at management level in the Public Sector. He joins a familiar territory at Harry Gwala District Municipality as he has previously worked as the Executive Director: Water Services.

He is a Civil Engineering Technologist who obtained his B Tech Degree at Durban University of Technology in the year 2006 in South Africa. His career started by working in the design office as a Design Technician for AFRICON Engineering International (Now known as AURECON GROUP). He was involved in the design of golf courses, municipal roads, sewer networks, stormwater analysis, mass earthworks, site supervision and contract administration. Mr. Biyase takes special interest in the extensive use of Computer Aided Design and Drafting tools to enhance the quality of work as well as the speedy implementation of projects.

At Management Level, he has worked as a Project Management Unit (PMU) Manager for Umzimkhulu Municipality and as a Technical Director (Head of Department) for Ndwedwe and Ubuhlebezwe Municipalities respectively for 6 years as well as Executive Director: Water Services (Head of Department) for Harry Gwala District Municipality for a period more than 5 years. After being reappointed in the Executive Director Position for the Second Term at Harry Gwala District Municipality, he got a new appointment with King Cetshwayo District Municipality as the Deputy Municipal Manager: Technical Services (Head of Department) since February 2018 till August 2019. His main focus has been on the planning, implementation, operations and maintenance of all Infrastructure projects (Mainly Roads and Stormwater as well as Water and Sanitation) under these municipalities which are funded by Equitable Share, Municipal Infrastructure Grant and Other Special Grants. In July 2021, he was appointed as Acting Municipal Manager at Umdoni Municipality until the appointment of the Municipal Manager in November 2021. From January 2022, he was appointed as the Governance Specialist under the Department of Cooperative Governance and Traditional Affairs (CoGTA) assigned to Nquthu Municipality. Through recommendations from CoGTA, he was later appointed as the Acting General Manager: Technical Services at Umkhanyakude District Municipality.

Mr. Biyase has championed the implementation of the Refurbishment and Drought Relief Programmes at Harry Gwala District Municipality previously which had resulted in district extending its footprint in terms of the Water Supply. He was also one of the pioneers of the implementation of Major Roads Projects (totaling to over R150, 000, 000.00) in Umzimkhulu Municipality during the transition period from Eastern Cape to Kwa-Zulu Natal for the period 2006 to 2008. Within his period at Ubuhlebezwe Municipality, he championed the Small Town Rehabilitation Programme funded by CoGTA which led to Ubuhlebezwe being among the first three municipalities to implement this programme successfully. The projects under this programme included the enhancement of Ixopo Town through Towns Roads, Street Lighting and Greening Projects.

His current ambition is to see the Public Sector working better for the citizens of South Africa. Through the 16 years in Public Sector, Mr. Biyase has acquired vast experience in Project, Finance and Human Resources Management which is evident in the detailed Curriculum Vitae. As the Executive Director: Infrastructure Services, he would like to commit to the implementation of all the Projects within the set Targets in the Service Delivery and Budget Implementation Plan (SDBIP). He is a Team Player but very decisive in decision making.

In January to March 2011, he represented South Africa in THE PLANNING AND MANAGEMENT OF SUSTAINABLE AND INCLUSIVE CITIES WHICH IS A PROGRAMME OFFERED BY THE GOVERNMENT OF INDIA. In this programme, he interacted with 25 other delegates from 16 different countries sharing different experiences in the municipal environment.

He is married with 2 Sons. He is a fun-loving person and enjoys riding his Motorbikes and travel around our beautiful Country.

Overview

The Infrastructure Services department of the Harry Gwala Municipality is responsible for the day to day maintenance and development of the municipality in the areas of refuse collection, roads, storm water maintenance, traffic engineering, water & sanitation, parks, gardens , environment, mechanical workshops, electricity services, GIS support, administrative support, fleet management and building inspectorate.

This department also provides technical and engineering support to municipality and external organisations for new and existing developments, specifically to government subsidised housing, private housing, construction of roads and storm water, rehabilitation of roads, extension of water services networks, and development of traffic engineering services(eg. traffic signals, road safety, extension of cemeteries), Infrastructure Services also provides support to procurement of vehicles and equipment., project management of sports, recreation, cultural, muti-purpose centers and construction of municipal buildings.
